A new Local Government Association (LGA) study has given the Museums, Libraries and Archives Council a positive "Green" rating for the value for money it represents and for its openness, but a negative "Red" rating for accountability.
According to a report in the Local Government Chronicle, 11 quangos were scrutinised for the report. Both the MLA and Arts Council England received the same evalution.
However they compared well by comparison with the worst performers, the Equality and Human Rights Commission (judged "Red" in both value and accountability) and transport watchdog Passenger Focus (judged "Red" in both value and accountability and "Amber" in openness).
LGA chairman Margaret Eaton said: "There are a huge number of quangos spending a vast amount of public money and running large numbers of public services. Only a tiny proportion of public money spent in each area is under the control of locally elected people.
"The quangos we looked at in our report all cover work that councils already do. We think the time is right for a thorough look at the way the public sector is organised to make sure every penny of public money is working as hard as possible for hard pressed families who deserve the very best services at the lowest possible cost."
