Surrey council now plans to hand 19 libraries over to community management, or close them, according to local news site Your Local Guardian.
The council's plans, which add eight libraries to the 11 already threatened with closure, have been published as part of a "progress update" for a review due to be discussed on 27th September. If volunteers do not come forward to run the libraries, including 50-year-old Hersham Library, they will be at risk of closure, the site reports.
Opposition Liberal Democrat councillor John Orrick said: "Surrey Conservatives have finally come clean about their plans to force even more local communities to take over the council's responsibilities. These local communities have a gun against their head, either take over running the library or Conservative SCC will close it."
Susan Mealor, secretary of Friends of Hersham Library, said no members had as yet stepped forward to run the library and that it would be a "disaster" were it to close.
