Illustrator Emma Chichester Clark collected the award on Blake's behalf, with author and illustrator Shirley Hughes giving the keynote speech.
Also shortlisted for the award were the Discover Children's Story Centre in Stratford, London E1, author Michael Morpurgo, author and journalist Nicolette Jones, and independent children's bookshop Tales on Moon Lane in London's Herne Hill.
The prize, sponsored by the Eleanor Farjeon estate, is organised by the Children's Book Circle.
