Councillors have told Somerset County Council if it does not halt cuts to its library service it could be held in "contempt of court".
A High Court judicial review in November found a series of library cuts should not go ahead because they were unlawful under the council's obligation to provide a "comprehensive and efficient library service for all those wishing to use it".
If the councillor recommendations are approved, 11 libraries in Somerset will keep their funding, four mobile libraries will be reinstated and opening hours at 23 libraries will go back to their original opening hours, according to the Weston, Worle and Somerset Mercury.
The report comes after the opening hours of the 23 libraries were slashed by 20% and 11 were told they would lose their funding. In the document, councillors also suggest self-service facilities should be introduced at several of the county’s libraries, at a cost of £600,000.
